In an exclusive interview with Al Jazeera on the issue of rights of the Islamic Republic of Iran, Mullah Abdul Latif Mansoor, the country s Minister of Energy and Water, stated that Kabul is not seeking tension with Tehran and the Afghan government never wants its relations with its neighbors to be damaged over such small issues, adding: Afghanistan has an agreement with Iran regarding the Helmand River, but when there is a severe drought, even the people of Nimroz and Helmand who live along the course of this river suffer from water shortages. It is natural that in such circumstances, priority is given to our own people.
